This branch seems to have been removed.

Use Docker consistently

They are no longer supported by their vendors, but until we do support
them, we should continue testing them.

It seems to be enabled by default.

Hopefully it will work more reliably.

PHP 7.4 has stable versions now.

When a Docker version of the build is available, use it.
