I don't really understand the mysqli driver too much and the changes
break the tests so undo using an iterator for this particular driver.

Allows result sets to be iterated over without running out of memory on
large data sets.

Fix PSR2 rules : "As per PSR2, the static declaration should come after the visibility declaration."

1. Reworked the parser syntax to use proper Oracle escaping syntax as '' instead of \'.
2. Moved valid tests to the Functional section to ensure correct SQL syntax and logic.

Single drivers get and return various types in quote(), the
interface docs should reflect that.
